About The Role:

As an experienced Financial Analyst, you will be responsible for supporting offices supporting the Office of the Under Secretary of Defense for Personnel & Readiness (OUSD P&R) with analyzing and interpreting financial information to support decision-making and budget planning processes, including assisting in the development and implementation of financial policies, preparing, and analyzing budgets, and monitoring the execution of funds.

Essential Responsibilities

Core duties and responsibilities include the following. Other duties may be assigned by management.

  • Aid in the Planning, Programming, Budgeting, and Execution (PPBE) process to include the Program Objective Memorandum (POM), program review and budget review; financial exhibits, budget execution reports and spend plans, assessment reports, briefings, and related materials.
  • Provide analysis and management support to include program development, coordination of annual budget submissions, budget formulation and execution activities.
  • Participate in scheduled and unscheduled review meetings and briefings, as required by the government staff, and complete quick response assignments.
  • Provide analysis and support for annual audits including the annual Statement of Assurance (SoA, formerly known as Mangers Internal Control Program), the Military Retirement Fund (MRF), and other audit-related actions.
  • Support development of strategies, plans, and briefs that identify and recommend new business processes or controls, monitor financial reporting controls, and validate the corrective actions.
  • Assist in the preparation and coordination of documents and materials related to monthly reporting while also participating in meetings and activities relating to the materials.
  • Enter commitment and obligating funding documents.
  • Monitor the execution (commitment, obligation, and expenditures) of appropriated funds to ensure funding is properly allocated, executed, and posted over various accounting systems.
  • Research and help reduce the Unliquidated Obligations (ULOs) year-round and during the Dormant Account Review-Quarterly (DAR-Q).

Minimum Job Requirements

  • Bachelor’s degree in finance, accounting, mathematics, economics, or business.
  • Three (3) to five (5) years of experience in financial analysis or accounting.
  • Three (3) years’ experience in performing analytical and budgetary duties with DoD PPBE or similar role required.
  • Three (3) years of experience in program development, budget formulation, budget preparation, justification and execution or similar role required.
  • Proficient use and experience with Microsoft Office Suite.
  • Familiarity with DAR-Q (formerly called Triannual Review), Defense Agencies Initiative (DAI), auditing, SOA, or Managers Internal Control Program (MICP) preferred.
  • Familiarity with regulated procedures for reimbursable agreements, contracts, funding documents and other relevant financial processes utilized by the government, private, and corporate sectors.
  • Experience with DoD financial management systems, Oracle-based, accounting/oversight systems, such as DAI, SAP ERP, Wide Area Workflow (WAWF), and Advanced Analytics (ADVANA) preferred.
  • Willingness to learn and use new government financial and programming systems and applications.
  • Work arrangement: onsite at the Pentagon in Arlington, VA
  • Travel requirements: < 5%
  • Security Clearance: Secret is required.
